  17. <p>    What better month for an Indian politician to seek
  18. re-election than November? The harvest and festival seasons have
  19. just ended, leaving voters in an ebullient mood, and the weather
  20. is tolerable. No wonder, then, that Prime Minister Rajiv Gandhi
  21. last week scheduled national elections for Parliament's lower
  22. house late next month, seven weeks earlier than necessary.

  24. <p>    But Gandhi's decision also came after the opposition
  25. defeated two government programs aimed at giving increased
  26. decision making and funding to local governments. Gandhi
  27. evidently reasoned that rejection of the popular measures
  28. provided him with a campaign issue that will overshadow a
  29. financial scandal that has plagued his government for two years.
  30. The election's outcome will probably depend on whether the
  31. disorganized opposition fields a single slate of candidates or
  32. disintegrates into splinter groups.
